Background & Experience

John’s early years in Bethlehem:

  • Born in the South Side on Hayes Street, later moving to Washington Avenue
  • Attended St Anne’s Elementary School
  • Achieved Eagle Scout, Troop 6
  • Entered Notre Dame High School to then study at the Catholic Seminary in Philadelphia. Then returning to graduate from Notre Dame HS in 1966

John’s Military Career:

  • Enlisted in the United States Marine Corps after high school
  • Served as a Marine Rifleman, Fireteam Leader and Field Radio Operator during his tour of duty in the Vietnam War
  • Purple Heart Recipient from combat wounds in Vietnam
  • John was decorated with the Navy Achievement Award with the Combat V for Valor
  • Honorably Discharged from the Marines and served 14 years in the Reserves

John’s Education:

  • Graduate of Moravian College in 1972 with a degree in History
  • Worked full time at Bethlehem Steel while a student at Moravian College

Community Involvement History:

  • Founding Executive Director of Lehigh Valley Manpower / Private Industry Council (now the Workforce Development Board)
  • Chief of Staff of Congressman Don Ritter, 15th Congressional District of Pennsylvania – serving in Washington, DC
  • Senior County Administrator for Lehigh County Executive David Bausch, 1986-1993
  • Consulting Contract Member, International City/County Management Association (ICMA)
  • Management Experience as County Administrator (including City Services) in Minnesota, Maryland, and South Carolina
  • City Manager for a newly created City (34 sq mi and 85,000 residents) in the greater Atlanta suburbs
    • Executive Experience: Managed the creation of all departments from hiring of personnel, to direct supervision of a new police department and fire department
    • Bi-Partisan Approach: During that time, 1993 to 2014, John worked for Democrat and Republican elected officials, John held no party affiliation, nor did he participate or contributed to political candidates or functions
  • John also was selected Interim Manager (consultant with responsibility to identify a permanent city manager) for the formation of another new city (38,000 residents) in the Atlanta suburbs

John’s Additional Experience:

  • John has provided consulting services for private companies and corporations involved in public safety, radio communications and government contracting
  • Rotary International member, Chamber of Commerce, Board of Directors and founding Board Member of two Public/Private Economic Development Partnerships
  • Served as a Scoutmaster, St. Joseph’s Church 5th Street, District Chairperson (Bethlehem) and Executive Board Member Minsi Trails Council

John’s Family:

  • John has two adult children and six grandchildren.
